UCR Plan FAQ

Who has to register

If you run interstate under your own USDOT number, you register every year. If every load stays inside one state, you don't. Leased onto another carrier and running under their authority? Ask the carrier; the plan's questionnaire covers it.

"Every entity subject to UCR is required to register annually with its base state and pay an annual fee to that state."

UCR Plan fee brackets

"You are NOT required to register with UCR since you are engaged in Intrastate Commerce, or the transportation of goods or passengers within a single state."

UCR Plan, "Do I need to register?"

Cargo van, pickup or small box truck under 10,001 lbs? If you run interstate for hire, you still register. On a carrier like that, the UCR Handbook says "it would ordinarily pay a UCR fee in the lowest bracket, because it operates no commercial motor vehicles" (UCR Plan). That's $55 for 2027. Other filings start at other weights: what applies at your weight.

The plan's own questionnaire answers the edge cases (passenger carriers, private carriers, lightweight vehicles). Nine states and D.C. don't take part in UCR, but it still applies to carriers there: "The non-participating states are Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont and Wyoming, along with Washington, D.C." (Land Line, Aug 31, 2026).

When UCR 2027 is due

"In order for an operation subject to UCR to continue to operate legally, it must complete its UCR registration and pay its UCR fee before January 1 of the registration year. After that date, the registration fee is still due, but a non-registrant may then be subjected to state enforcement action."

Paying one doesn't cover the others. OOIDA has warned about companies that send official-looking UCR notices and add a service fee (Land Line (OOIDA)). UCR is paid at ucr.gov, and the MCS-150 update costs nothing.

Watch for UCR bills from third parties

OOIDA has warned since at least 2019 about companies that send official-looking UCR notices and charge a service fee on top.

"Members of the Owner-Operator Independent Drivers Association have received reports and emails from third-party UCR vendors claiming their UCR fees were delinquent or late. Many times, this is not the case and the fee has already been paid."

Land Line (OOIDA), Apr 9, 2019

"Anytime you get a notice like this and have any doubt at all, you need to double check that your fee has been paid,"

Crystal Minardi, OOIDA Permits and Licensing Department Supervisor, in Land Line (OOIDA)

Questions

How much is UCR registration for 2027?

$55 for 0 to 2 trucks, up from $46 in 2026. Then $167 for 3 to 5, $333 for 6 to 20, $1,163 for 21 to 100, $5,548 for 101 to 1,000 and $54,165 above that. Brokers and leasing companies pay $55.

When is the UCR 2027 renewal due?

Before January 1, 2027, so the last day is December 31, 2026. The 2027 portal at ucr.gov opened October 1, 2026. After January 1 the fee is still due, and states can enforce against carriers that haven't paid.

Do I need UCR for a box truck or cargo van?

Yes, if you haul interstate for hire under your own USDOT number. A carrier with no truck over 10,000 lbs "would ordinarily pay a UCR fee in the lowest bracket", which is $55 for 2027.

Do I need UCR if I only drive in one state?

No. The UCR Plan's questionnaire: "You are NOT required to register with UCR since you are engaged in Intrastate Commerce, or the transportation of goods or passengers within a single state."

Is UCR the same as the biennial update?

No. UCR is a yearly fee paid at ucr.gov. The biennial update is the MCS-150, a free update of your USDOT record filed in Motus every two years. Paying one doesn't cover the other.
